This would be incompatible with free software. If there is a 
program that you cannot change to behave slightly off-standard, 
without royalties involved, it is propably not free software.

Maybe the idea is that the patents involved have to be licensed 
at no cost to all free software projects? Anyway, the whole 
thing looks pretty strange...
