I'm missing a little bit of context here but AIUI: It couldn't be
included in all but it could be included in some.

afaict, almost all distrobutions of linux include various kinds of
licenses.  no reason why lics couldn't be mixed in a distro.

Well, there are some limits to what you can mix with GPL'ed code and
how you can mix it. There are practical as well as philosophical
reasons why people limit themselves to licenses that satisify the
requirements in the OSD/DFSG/FSD.
