[ox-en] Open patenting

Hi!

In June 2007 the US Patent and Trademark Office started an open
process about patenting:

	http://www.peertopatent.org/

After one year of operation it seems to be a success.

It seems a bit hard to welcome this initiative since patents are in
contradiction to peer production. However, this mechanism seems to be
able to prevent patents - which is a good thing :-) .
