At least for the raw materials (=input of production), some form of
exchange (i.e. finished products in return for raw materials) will be
necessary, in order to avoid that raw materials are being squandered for
(mis)uses that do not result in useful/usable products.  Nearly all material
production needs raw materials as input (even if some input is recycled).

In agricultural production, this includes land, water, fertilizer and seeds.
All naturally scarce, even without artificial scarcity...
