Thanks, but is that then not exclusionary for the less well funded, or for authors less well connected to their institutional funding. I know that in my case, as a part-time instructor, I simply could not pay for getting published. But does that make my articles less valuable 'in se'?

In the given circumstances, this is not really all that bad because
funding agencies have been anyway providing the money for subscribing to
journals. If Open Access Publishing becomes the norm, then it would be
possible to subscribe to less number of journals, thus saving on that
expenditure. In any case, many journals already charge authors for
publishing articles.
