That wouldn't work for all distros. Several, including Debian,
can't/won't distribute non-free software. The freedoms granted by
Free Software Licenses can't be specific to a single project/distro.

That said, there are certainly some distros that might be willing to
sign off on this although this sort of "asking for permission" system
is exactly what CC licenses were trying to avoid.
