[ox-en] Oekonux Wiki

Hi!
Since some weeks we has started the project of an oekonux-wiki mainly
to help newbees. Now most of newbees are english speaking, so we
started to translate the pages.

It is difficult to maintain a multilingual wikki, therefore we would
build up an parallel english wiki in the future. In the meantime we
help us with this workaround:
* every page which has an english translation has an link to this
english page at the top.
* the translated page has the name WikiTag_English
