The argument - as I understood it - is that both, excellent Free
Software - as a useful, cheap product being independent of foreigners
- and excellent Free Software developers - as a workforce - are good
for the Standort. I tried to shortcut this but it was a bit unclear
indeed. As ThomasUG mentioned it's mainly a point in the competition
between the countries of the inner circle.
