Yes. In the city where I live, Trondheim, the municipality is making
available free bikes in the city center for everyone to use. They are
simple and have a very noticable, unique design, so they are not stolen.
You are not allowed to take them outside the city center, though. This has
been going on for a few years and has been a moderate success.
