In the city where I live, Trondheim, the municipality is making available free bikes in the city center for everyone to use. They are simple and have a very noticable, unique design, so they are not stolen. You are not allowed to take them outside the city center, though. This has been going on for a few years and has been a moderate success.
I saw them on the tv (in england) last night... :-) The last time I saw this tried myself was in the early 70s, in Cambridge: people simply came up from London with lorries, loaded the bicycles into the back of the lorries, and they were never seen again. Nice to see civilization has progressed a little, in spite of everything else :-) (or maybe it's just that bikes, especially unfashionable ones, are no longer easily saleable...)
