[ox-en] Study for German Ministry recommends Open Access

Hi!
The study "`Markets of Virtual Science`_: Report on the economics and
policy implications of an emerging scientific phenomenon" has been
created for the German Ministry of Education and Research by RAND
Europe. It suggests to support Open Access in science by public
policies.
See for instance the `entry in Peter Suber's blog`_ for an excerpt and
some comments.
To me this is another indication of the germ form character of Open
Access / Free Science: It is such a useful innovation that even the
old system can profit from it.
