just quoted a similar case. The Local Production paper sells at IEEE for
19 Dollars!

It should be about time to publically campaign for a quality/reputation
oriented support mechanism for artists, scientists etc.

an "award system" with really substantial opportunity to get paid bound to
the condition of free availability which shuffles material into the public
domain.

who can do this?
