yes I think this is more accurate. This, or a similar reason is why UNDP and
others are backing open source. They are not going the whole hog but realise
that it is cheaper for the donors to roll out the info society with free
software than it is with Microsoft. It is not about any commitment to
alternative ways of doing things, just pure economics. The donors et al need
the railways to ship the goods.
